Buildings
Long International personnel have been involved in numerous claims and project consulting assignments associated with airports, hospitals, complex convention centers and stadiums, commercial and educational buildings, hotels, condominiums, large industrial complexes, and prisons.
Airports-
California Provided pre-bid scheduling using Primavera’s Finest Hour for the $180 million San Diego International Airport Expansion and infrastructure project. Also reviewed and approved the contractor’s schedules. This project included CIP bridge structures, utility relocations, demolition of existing bridge structure, grading and paving for detours and airport parking. California Provided claim preparation, schedule and damage analyses, and litigation support services for the $100 million John Wayne Airport expansion project. Prepared detailed as-planned and as-built schedule analyses. Colorado Performed bid estimate review and an evaluation and critique of civil work including mass cut, haul and fill operations at the Denver International Airport. Colorado Provided project management and control services for the contractor providing Fire Alarm and Voice Paging Systems work on Concourses A, B, and C, the Airport Office Building, and the Terminal Complex at the Denver International Airport (DIA). Assisted client in cost control monitoring, schedule interfaces, change negotiations, and problem resolutions on a $12 million contract. Prepared financial and schedule analyses for the project and interfaced with the Project Management Team (PMT) for monthly pay applications and resolution of issues. Assisted in the client's successful settlement of $6 million of outstanding changes with the owner due to unexpected changed conditions and third party contractor interference. Colorado Performed schedule delay and damages analysis and prepared the claim document for the electrical subcontractor on the glycol recovery project at Denver International Airport. The claim was prepared as a pass-through claim to be submitted through the general contractor’s surety to the project owner. Colorado Provided contract administration, schedule development, schedule delay and damages analysis, and claim preparation services for several contractors on the construction of buildings and facilities at the new Denver International Airport. Indiana Provided deposition testimony on schedule delay, loss of productivity and damages claims of $1.5 million in the construction of a $30 million maintenance facility at an international airport. The case was settled prior to arbitration. Kansas Provided schedule delay analysis, prepared an expert report, and presented testimony in deposition and arbitration for the general contractor in defense of claims submitted by the glass/glazing subcontractor on the Kansas City Airport Renovation Project. Wyoming Performed on behalf of the owner an evaluation of the contractor's claim on a new airport terminal building project.

Apartment Buildings California Presented expert witness testimony for the electrical subcontractor regarding reasonableness of their estimating methodology and construction means and methods used on an apartment building project in San Diego. Colorado Prepared a claim on behalf of a local contractor for delays, impacts, and cost overruns experienced during construction of a multiunit apartment complex. Colorado Prepared a contractor's claims for delays, impacts, and cost overruns experienced during construction of a multiunit apartment complex. Florida Furnished CPM scheduling services for building contractor on a luxury apartment home project located in Celebration. Virginia Evaluated project delay and impact, analysis of resources and productivity and quantification of damages for the owner of a high rise apartment complex in Arlington. Bank Buildings California Enlisted by the Tokai Bank, the project’s lender, to independently conduct monthly evaluations of the construction progress on a 32-story corporate headquarters office complex located in Glendale and valued at $132 million. Completed monthly site inspections. Reviewed architect's and contractor's monthly progress billings. Prepared a monthly report to bank officers that offered a comparative analysis of reported versus observed progress status for each major pay item. North Carolina Provided claim preparation services on a Federal Reserve Bank project, including entitlement analysis, preparation of a detailed as-built but-for CPM schedule analysis to determine responsibility for delay time and damages. Commercial Buildings California Performed schedule delay analysis, prepared an expert report, and presented testimony for the architect/engineer on a high-rise commercial building in Westwood. Colorado Provided schedule and damages analysis services and prepared a $1.2 million claim for a contractor that built a grocery store. Responsible for auditing and recoding invoices and timesheets, preparing a cost variance analysis and calculating damages, recreating the as-built schedule, and identifying and apportioning delays. Condominium Complexes Colorado Prepared a claim preparation involving total cost reconstruction and damages analysis for a resort condominium complex. Colorado Performed schedule delay analysis, damages analysis and prepared expert reports for the mechanical subcontractor on claims against the general contractors and owners on two condominium projects in Winter Park, Colorado and Avon. Florida Furnished CPM scheduling services for a building contractor on multiple $40 million+ high rise condominium complexes located in Miami and West Palm Beach. Florida Analyzed a contractor’s claim on a Miami condominium involving disputed scope changes, design omissions and evaluated costs for responsible parties for the contractor's claim against the owner. Florida Reviewed a subcontractor’s claim for delay and extra work cost against a contractor for a condominium development. Prepared damages related to direct and indirect construction costs. Laboratory Buildings Georgia Furnished CPM scheduling service for building contractor on the Ft. Gillem Medical Laboratories located in Atlanta. Georgia Performed an analysis of a mechanical contractor’s claim for disputed changes in scope, delays, and resequencing associated with the design of a criminal lab facility. Massachusetts Evaluated a contractor's delay claim as well as the owner's claim against the architect for errors and omissions related to the design and construction of a bio-research facility. Medical Buildings Georgia Prepared change order requests and general site supervision on an out-patient/MRI medical clinic in Austell. Georgia Provided expert testimony regarding entitlement and damages through detailed cost comparison and analysis of as-priced and as-designed construction documents in support of contractor’s claim for unforeseen added project costs on a comprehensive critical care center located on Skidaway Island. Office Buildings New Jersey Evaluated a contractor's claim associated with the installation of a building management system for a new office complex. Texas Provided litigation support for the construction cost overruns and delays for several commercial building projects including a luxury hotel and a major office building. Virginia Provided analysis and review of multiple cost claims submitted by the contractor, due to finalization of construction documents, and then erroneously approved by an owner’s construction manager on a patent & trade office. Parking Structure Colorado Prepared a report, damage analysis, and schedule analysis on behalf of a subcontractor for a $450,000 change order on the construction of a parking structure with post-tensioned structural concrete. Prepared an As-Built “But-For” schedule analysis and calculated claimed costs. Post Office Buildings Tennessee Testified for a mechanical subcontractor on a Postal Service automated mail handling system. Testimony concerned the independent analysis and defense of claims alleged by the prime contractor against the subcontractor, and preparation of subcontractor claims against the prime for delays and scope changes. Work involved a retrospective schedule delay analysis, quantification and causation of cost growth, a scope change analysis, preparation of an expert report, and expert testimony. Wyoming Evaluated entitlement and prepared damage analyses for the contractor for a main post office. Prepared financial analyses and wrote expert reports.
Convention Centers / Stadiums-
Convention Centers Georgia Reviewed multiple trade contractor claims against the contractor on a convention center and performed productivity analysis, schedule analysis, and cost analysis to determine reasonableness and entitlement. Trade contractors analyzed included: demolition, drywall, structural steel, mechanical and electrical. Georgia Provided claims analysis in support of the contractor’s $30 million claim against owner caused by design deficiencies resulting in delay and disruption on a world class convention center in Atlanta. Illinois Furnished CPM scheduling services for the electrical subcontractor on the $66 million McCormick Place Convention Center Expansion Project in Chicago. Worked with the subcontractor’s field staff to develop and monitor a resource-loaded completion schedule that tracked the remaining electrical activities. Updated schedules with job cost and certified payroll information. Correctly calculated the critical path on the electrical work and analyzed impacts from other contractors. Performed productivity studies and provided resource and cost projections used for cash flow and cost-to-complete purposes. Assisted the onsite project management team in the successful closeout of the project. Massachusetts Evaluated an owner’s planned schedule and prepared a retrospective “windows” analysis using the updated and as-built schedules in order to assess the validity of the owner’s claim against the design team for increased costs related to acceleration, labor inefficiency, and expediting/contracting premiums allegedly resulting from design errors and omissions that were identified during construction. Also provided expert testimony (at deposition) on behalf of the design team related to the impact of a fast-track schedule and changes on the design team’s ability to progress its work. Stadiums Colorado Performed a schedule analysis for delay and exception reporting of predecessor activities required for the completion of electrical and fiber optic work to meet firm preseason opening date for the Invesco Field at Mile High Stadium, the Denver Broncos NFL Stadium project. Project started as a $75,000 bid that was converted to a $9 million guaranteed maximum price contract to incorporate engineering delay, scope changes, compression and acceleration of the project. Change orders were issued as a result of the impacts caused by the general contractor not completing predecessor activities timely or in sequence with the baseline schedule. Missouri Provided damages analysis to rebut an erection contractor’s $1.6 million claim against a steel fabricator on the Kemper Arena. Analysis was used in a rebuttal report and in cross-examination of the opposing expert. Stadium and Convention Center Missouri Prepared a $6 million delay and disruption claim involving electrical subcontract work on the St. Louis Stadium and Convention Center Project.
Educational-
Schools Alabama Provided analysis and review of final completion claims submitted by the owner, against a contractor, due to non-contract compliance and partially caused by design errors/omissions on a county high school project in Baldwin County, Alabama. Prepared damages related to quantification and analysis of errors/omissions. Florida Prepared a baseline schedule for a classroom addition to an elementary school. Florida Furnished CPM scheduling service for building contractor on the Dade County high school located in Miami. Florida Analyzed and presented schedule impacts and litigation support services for a public schools district in defense of the general contractor's claims on four elementary schools. Guam Evaluated scope changes and assessed compensable damages, for an electrical and mechanical subcontractor, related to delays and disruptions encountered during the construction of a high school. Kansas Provided schedule delay analysis and damages quantification for the mechanical subcontractor in a claim to the general contractor on a new high school construction project in Dodge City. New York Prepared a claim including an entitlement analysis, schedule analyses and damage assessment to assist an electrical contractor obtain a time extension and compensation for delays experienced during the construction of a school project. Universities California Prepared and analyzed detailed as-planned and as-built schedules to assist the owner defend against contractor claims on a university dormitory project in Riverside. Colorado Analyzed a $1.5 million claim involving the mechanical subcontract work on a new university classroom building project. Missouri Performed schedule delay analysis, prepared an expert report, and presented expert testimony in deposition and arbitration for the general contractor in a claim against the owner on a commercial construction project at Truman State University. Washington Prepared a $1.2 million delay and disruption claim involving the electrical subcontract work on a new university classroom building project.
Government / Public Buildings-
Church Building Colorado Prepared a contractor’s baseline schedule and schedule updates for the construction of a $5 million church and related site work. Courthouse Buildings Minnesota Provided analysis and review of delay claims submitted by the contractor due to soil contamination caused by underground gasoline tanks on a federal courthouse project. Nebraska Performed schedule delay and damages analyses for the GSA in defense of a claim submitted by the general contractor on the construction of a new federal court house in Omaha. Prepared the GSA’s presentation in mediation regarding the findings of the analyses and assisted the GSA in the negotiation of a settlement. Fire Stations Georgia Evaluated expert reports provided by consultants regarding “sick building” conditions of five county fire department/sheriff department facilities. Prepared expert reports regarding quality of construction issues and performed site investigations to identify and investigate alleged deficiencies in construction methods and materials. Designated as a construction expert witness. Nevada Prepared an expert report regarding design changes, delay, contractual responsibilities, and damages involving a dispute between the architect and the general contractor on the design and construction of three new fire stations. Government Buildings California Provided CPM scheduling using Primavera’s Project Planner on the $13 million San Marcos Town Center project in San Diego. This project included 2,700 LF of box culvert, a CIP bridge structure, grading, paving, traffic control, and the relocation of utilities including fiber optics. The contractor also relocated railroad tracks with ballast to accommodate construction of the new San Marcos Town Center. California Performed entitlement analysis, damage evaluation and negotiation of change orders related to the construction of a civic center complex which included a library, jail, fire station, and city hall. Colorado Conducted an independent audit of the program’s fiscal year schedule performance and reported earned value for work completed at the U.S. Department of Energy’s Rock Flats Environmental Technology Site (RFETS). Prepared an expert report that was based on interviews with project planning managers, and from an evaluation of information from the baseline and current schedules. Presented the findings to management. Georgia Prepared a damage analysis on behalf of a municipality authority for a $1,000,000 claim against the designer on a new riverquarium and omniplex project facility in the Southeastern U.S. Provided expert report supplements leading to the successful settlement of the case prior to State District Court trial. Supplemental reports were also utilized in the successful settlement of a secondary settlement of claims against the structural engineer. Montana Provided litigation support including an evaluation of a general contractor's claim against its subcontractor for alleged schedule delays and damages related to the construction of a civil engineering complex on an air force base. Nevada Provided dispute resolution services to a general contractor in support of a $25 million claim on the construction of the Hoover Dam Visitor Center and Parking Structure. Responsible for the research and evaluation of the contractor's issues for RFIs and change orders in support of the legal effort to prepare a breach of contract claim. Developed narratives, tables, graphs and schedules that summarized and demonstrated the level of issue caused impacts on construction. Assisted with evaluating the variances between the Project Adjusted As-Planned Schedule and the As-Built Schedule. Conducted damages analysis and prepared the concrete supplier's claim. Northern Mariana Islands Prepared a request for an equitable contract adjustment including an entitlement analysis, “windows/but-for” schedule analyses, and an evaluation of damages related to the construction of a municipal facility. Also provided expert testimony (at deposition) on behalf of the contractor related to entitlement, owner-caused impacts to the project schedule including changes in scope, damages, and the owner’s assessment of liquidated damages against the contractor. Libraries California Prepared detailed cost evaluations of municipal library prototype designs for a municipality. Washington, DC Reviewed and performed quantification and analysis of errors and omissions related to standard of care issues on the Library of Congress Conservation Facility. Museum Georgia Furnished CPM scheduling service for building contractor on the High Museum of Art expansion project located in Atlanta.
Hospitals-
Alaska Provided scheduling and dispute resolution services for an electrical subcontractor on the Alaska Native Medical Center in Anchorage, Alaska. Furnished CPM schedule assistance to onsite project management team for the completion of remaining electrical work. Assembled productivity data based on certified payroll information in order to demonstrate productivity loss due to project problems. Assisted the general contractor in CPM schedule delay analysis to demonstrate cause/effect impacts caused by the third party agency. Evaluated and quantified the impacts from over a 1,000 late RFIs, hundreds of design changes, winter weather impacts, and impacts from other contractors. Assisted in the development of a $5 million claim for the recovery of schedule delays and increased costs caused by numerous design problems. California Assisted the Sutter Health Corporation in developing a detailed template schedule that addressed a typical project’s scope of work, starting from project inception, through design, construction, occupancy and close-out. This schedule was used as part of the foundation for Sutter Health’s Enterprise Project Management System (EPMS) that was implemented to support a $4.5 billion projected capital expenditure in healthcare projects. California Provided analysis of delay claims on the renovation of a hospital project in Oakland. California Provided litigation support services on the $75 million Kaiser Hospital complex in Riverside, California. Performed detailed quantity take-offs for earthwork, concrete foundations structures and slabs, metal deck, drywall, chemical fireproofing, marblecrete, glass curtain walls, and storefront. Created a 900 activity as-bid CPM schedule to determine a reasonable project schedule. Developed a 1,100 activity as-built CPM schedule and analyzed actual manpower distribution to evaluate lost productivity issues. California Provided dispute resolution services on a $100 million Stanford University Hospital Modernization Project in Palo Alto, California. Performed document discovery and reviewed 200,000 project documents. Utilized R:Base to create a 40,000-row document database and cost allocation model. Developed a job cost/variance model used in computing compensable client damages. Determined the validity and entitlement for $6 million outstanding change orders. Assisted in the development of graphic work products for mediation and assisted in the successful mediated settlement of all outstanding claim issues. Colorado Provided cost management services on four major hospital projects for Centura Health, including Littleton Adventist Hospital Expansion, Penrose/St. Francis Bed Tower Expansion, St. Mary Corwin Hospital Expansion and Parker Adventist Hospital. Total value of the projects was approximately $300 million. Responsible for preparing cost report updates and forecasts, based on approved invoice and cost information, for each project on a monthly basis. Met with corporate and hospital administration to review monthly cost status. Also on a monthly basis, met with corporate accounting to review and reconcile any cost variances. Assisted corporate and hospital administration during project audits and in resolving any cost issues. Kuwait Prepared a $45 million claim including delay analysis and damages calculations for an Italian construction firm who constructed two hospitals. Michigan Performed schedule and damages analyses for a major mechanical and electrical subcontractor related to delays and disruptions encountered during the construction of a V.A. Hospital project. Texas Performed schedule delay analysis, damages analysis and prepared an expert report for the electrical and mechanical subcontractors on the Dallas VA Hospital project. Two claim documents were submitted as part of the general contractor’s overall omnibus claim to the VA.
Hotels / Housing-
Hotels Florida Reviewed and analyzed contracts of various parties involved in the development and operation of a major hotel & residences project located in Ft. Lauderdale. Provided analysis regarding pre-construction duties and obligations. Grand Cayman Islands Prepared a construction estimate cost analysis for the developer on a five star resort property located in the Grand Cayman Islands. Housing Colorado Calculated $5 million in direct and consequential damages incurred by an owner due to the late and defective construction of a housing development. Colorado Performed schedule delay analysis and negotiation for the Denver Housing Authority in defense of claims submitted by the general contractor for the renovation of the old YMCA building into low-income housing. Florida Provided cost estimate analysis and contract analysis for a single family luxury custom home located on the Florida coast. Massachusetts In arbitration for a Housing Finance Agency, provided standards of practice regarding project management and subcontractor management, and schedule delay analysis testimony. The client was awarded over 50% of the liquidated damages claimed. Ohio Provided litigation support services for a $3 million real estate development project. Created as-planned and as-built CPM schedules for delay and acceleration evaluations including extensive analysis of weather delays. Russia Analyzed a Russian and Turkish contractor’s claim for change orders, delay, and loss of productivity and the owner’s counterclaims for default due to inadequate project management performance and substandard installations of a residential community project.
Industrial Buildings-
Food Processing Buildings Georgia Prepared cost estimates to support a $5 million insurance claim for food processing building and equipment losses resulting from fire, and provided project management of building stability and safety for examination and documentation of conditions resulting from fire and fire explosion damage. Supported the preparation of detailed CPM schedule analyses. Designated as a construction cost expert in support of the insured’s claim. Virginia Reviewed and analyzed both approved and pending change order costs by a construction manager, for entitlement and reasonability to assist the owner of a food processing facility in Smithfield. Storage Facilities Alabama Provided the contractor’s baseline and update schedules, change order request and general site supervision on a cement storage and distribution center in Mobile. Georgia Prepared change order requests and general site supervision on various tilt-up concrete warehouse/office build outs in Atlanta.
Manufacturing-
Microchip Facilities Colorado Prepared a claim involving engineering delay, errors and omissions resulting in work arounds and construction delays on the installation of Life Safety Systems, and Instrumentation and Control Automation on a Silicone Chip Plant and Cleanroom Facility located in Colorado Springs. Performed a schedule analysis of delay impacts due to engineering rework and added change order work, causing schedule compression and acceleration with trade stacking, over manning of crews with a shortage of qualified labor causing productivity loss due to overtime fatigue, lack of coordinated drawings, late material delivery, and substandard supervisory management and cost controls by the construction manager. Maryland Provided entitlement and damages analyses on an $11 million dispute arising from the construction of a semi-conductor fabrication facility. Prepared issue analyses related to mechanical and piping design changes and performed estimates on mechanical and piping work to analyze cost overruns. Virginia Performed an analysis of a mechanical contractor’s contract and quantum meruit claim for disputed changes in scope, delays, and loss of productivity on the installation of piping systems on a computer microchip manufacturing facility. Steel Mills Illinois Prepared damages analyses on a dispute on a steel mill expansion project. Responsible for a unit price variance analysis and estimating costs for civil, concrete, mechanical, and electric work. Oregon Performed entitlement and schedule analysis on a $60 million dispute arising from a steel mill expansion project. Reviewed RFIs, drawing changes, and change orders to identify and apportion schedule impacts.
Prisons-
California Analyzed detailed as-planned and as-built schedules for two state prison projects and a city prison project. Colorado Prepared a contractor’s $250,000 change request for delay and disruption associated with structural, mechanical, and electrical design changes in the construction of a correctional facility. Colorado Prepared an expert report regarding disputed change orders, delay, and project management performance on an expansion of a county jail. Colorado Performed schedule delay analysis, damages analysis, preparation of expert’s report and presentation of testimony in deposition for the general contractor’s surety in defense of a claim submitted by the electrical subcontractor on the construction of a correctional facility in Arapahoe County. Florida Prepared a damage and schedule analysis on behalf of a general contractor for a $560,000 claim on a new cafeteria building and dormitory renovation project at a youth detention facility in Okeechobee. Designated as a CPM expert witness for the jury trial and presented preliminary findings at the court ordered mediation which resulted in a successful settlement. Montana Performed claims analysis, construction oversight, contract administration and expert testimony for a surety involved in the mechanical installations on a prison project. Nevada Provided supporting constructability analysis on a criminal justice facility. Analyzed delays and causal facts, contract document errors, and sequencing of construction activities. Nevada Prepared and analyzed estimated quantities and costs of pending work. Evaluated alleged deficiencies against a contractor’s surety for a regional criminal justice facility. Designated as a construction cost expert witness. New York Prepared a request for an equitable contract adjustment to assist an electrical and security contractor obtain a time extension and compensation for delays experienced during the construction of a prison project. Texas Prepared an electrical subcontractor’s claim for delays, extra work, and loss of productivity on the installation of fire alarm, security, and communications systems for the Federal Bureau of Prisons Project in Beaumont. Texas Prepared a claim involving scope changes, rework, schedule sequence and delay impacts regarding the installation of Security, Communication and Life Safety Systems on a Federal Bureau of Prisons Correctional Facility located in Beaumont. Developed a comparative analysis of contract scope as bid vs. as built and determined the merit for disputed change orders for time and cost recovery. Quantified engineering delays, errors, omissions and inadequate document control by the design firm.
