Mr. Svoboda is a Senior Consultant with Long International and has over 25 years experience working for engineering and construction companies in the power plant, process, and mining industries. He has written and administered requests for quotations, contracts and purchase orders, and negotiated all commercial aspects of the contracts including terms and conditions, terms of payment, and delivery schedules. Mr. Svoboda is responsible for evaluating construction claims, assessing the performance of owners, engineers, and contractors, performing searches and developing narratives on issues from document databases, and performing reviews of change orders on numerous types of projects, both in the U.S. and internationally.

PROJECT EXPERIENCE
Mr. Svoboda has performed analysis of construction claims and has extensive experience as a Purchasing Agent. Representative projects include:

Petrochemical, Oil & Gas, Mining, Oil Shale and Power Generation Facilities

Analysis of a contractor’s $24 million delay and loss of productivity claim involving the relocation of a gas turbine generator and the construction of a new heat recovery steam generator as components of a cogeneration power and steam generation facility in an existing fertilizer plant in Alaska. Provided litigation support and the preparation of an internet-based document database for the retrieval of documentation to support the analysis of the contractor’s allegations regarding the delay and impact analysis components of its claim.
Analysis of an engineering & construction contractor’s $154 million change order, delay, and disruption claim against the owner of PET chemical plants in Spain, Argentina, and The Netherlands. Responsible for the assessment of P&IDs and isometric drawings for changes.
Preparation of a mechanical contractor’s $20 million claim for delay, additional work, labor disputes, and loss of productivity regarding a delayed coker project at the Cerro Negro oil upgrading project in Venezuela. Provided technical support in the development of a document database and the development of cost and schedule analyses.
Analysis of a contractor's claim for delay and disruption allegedly resulting from work associated with removal of lead-containing paint from the process plant modules and platforms of an offshore oil production facility installed in the Gulf of Mexico. Developed document database regarding delay and disruption issues affecting the construction of the facilities.
Performed an analysis of cost overrun claims resulting from mismanagement, delays, and rework by an EPC contractor for an offshore oil and gas production SPAR installed in the Gulf of Mexico. Developed a welding and labor database associated with the fabrication of the soft tank/truss and the hard tank to assess rework and labor productivity.
Analysis of EPC contractor’s $40 million claim regarding a lump-sum contract to design and build a gas-fired power plant in Illinois. Developed a document database to assess allegations regarding the constructability of the heat recovery steam generators and the delay and disruption impact of those problems on the work.
Developed issues packages, chronologies, and narratives regarding delays associated with the installation of communications systems on the London Underground project.
Developed issue packages regarding delay and disruption events on a gas plant project in Saudi Arabia in support of arbitration.
Mining projects include the Andocollo Gold Mine Project in Chile, the Minera Yanacocha Gold Mine Project in Peru, the Toquepala Copper Project in Peru, the Silver Bell Copper Mine in Arizona, and the Burnside Project, an aluminum plant in Louisiana.
Representative oil & gas/oil shale projects include Exxon’s LaBarge Gas Plant Project in Wyoming, oil well drilling on Alaska’s North Slope for ARCO, the JACADS Project facility on the Johnstone Atoll for the U.S. Government, and the Unocal Oil Shale Retort Project in western Colorado.
Power generation projects include the Apex Generating Station, Unit 1, a combined cycle, 300 MW facility in Nevada and the Mint Farm Generating Station, a single cycle, 150 MW facility in Washington.

Littleton, Colorado (April 2002 to Present)

As a Senior Consultant with Long International, Mr. Svoboda is responsible for evaluating construction claims and assessing the performance of owners, engineers, and contractors on numerous types of projects, both in the U.S. and internationally.

Stone & Webster, Inc.
Greenwood Village, Colorado (May 2001 to March 2002)

As a Purchasing Agent for Stone & Webster, Mr. Svoboda wrote and administered requests for quotations, contracts and purchase orders and negotiated all commercial aspects of the contracts including terms and conditions, terms of payment and delivery schedules for a 150 MW and 300 MW generating station in Nevada and Washington, respectively. He developed detailed cost reports for equipment machinery including mechanical, electrical, instrumentation and piping. He also prepared monthly cost and schedule progress reports.

Bechtel Mining and Metals
Englewood, Colorado (September 1994 to April 2001)

As Contracts/Purchasing Agent for Bechtel Mining and Metals, Mr. Svoboda's responsibilities included writing and administering requests for quotations, contracts and purchase orders. He was responsible for negotiating all commercial aspects of the contracts including terms and conditions, terms of payment and delivery schedules of mechanical equipment, machinery, electrical, instrumentation and piping. He served as Project Procurement Manager and Expediter for gold and copper mining projects in Chile, Peru and Arizona, and for an aluminum project in Louisiana.

PACE Membership Warehouse, Inc.
Englewood, Colorado (February 1988 to April 1994)

As a Senior Buyer of capital equipment, Mr. Svoboda's was responsible for writing and administering requests for quotations and purchase orders for new and existing warehouses utilizing J. D. Edwards software. Additional responsibilities included negotiating commercial aspects of the contracts including terms and conditions, terms of payment, and schedule of deliveries.

G & A Products
Broomfield, Colorado (January 1986 to February 1988)

As a Statistical Process Control/Quality Assurance Manager, Mr. Svoboda performed in-process, final inspections and statistical process control of machined parts for G & A Products. Additional responsibilities included instructing CNC lathe operators on inspections and statistical process control.

Denver, Colorado. (August 1981 to January 1986)

As a Buyer/Order Administrator of mechanical equipment and machinery, Mr. Svoboda was responsible for writing and administering requests for quotations, purchase orders and negotiating commercial contracts including negotiating terms and conditions, terms of payment, and preparation of delivery schedules. As one-third owner of a custom automatic screw machine shop, Mr. Svoboda was responsible for all accounting functions including payroll, accounts payable, accounts receivable, general ledger, job costing and estimating. His responsibilities also included quality control, purchasing of raw materials and subcontracts, as well as shipping, receiving and scheduling.

Denver Precision Products
Broomfield, Colorado. (February 1976 to October 1978)

As Office Manager for Denver Precision Products, Mr. Svoboda performed all accounting functions including payroll, accounts payable, accounts receivable, general ledger, job costing and estimating using an IBM 5120 computer. Responsibilities also included quality control, purchasing of raw materials and subcontracts.
