Richard J. Long, P.E., P.Eng,. Founder

Richard J. Long, P.E., P.Eng., is Founder of Long International, a Colorado-based construction claims and project management consulting firm that focuses its practice on owners, engineering and construction firms, and contractors performing petroleum refining, petrochemical, oil and gas, LNG, power/cogeneration, mineral processing, industrial, building, and infrastructure projects worldwide. Mr. Long has over 50 years of U.S. and international consulting experience involving construction contract disputes analysis and resolution, arbitration/litigation support and expert testimony, project management, engineering/construction management, cost and schedule control, and process engineering. As an internationally recognized expert in the analysis and resolution of complex construction disputes for over 35 years, Mr. Long has served as the lead expert on over 300 projects having claims ranging in size from US$100,000 to over US$2 billion. He has testified in mediation, deposition and court as well as U.S. and international arbitration. His expert consulting experience includes refineries, petrochemical and chemical plants, LNG projects, offshore oil & gas facilities, power plants, oil sands and oil shale facilities, metallurgical projects, and commercial and industrial buildings. He has presented and published numerous articles on the subjects of claims analysis, entitlement issues, CPM schedule and damages analyses, cumulative impact claims, and claims prevention.
Before forming Long International, Mr. Long was Senior Vice President, Contract Administration for a major electrical and mechanical contractor. In this role, he had corporate-wide responsibility for technical management and oversight of the preparation and resolution of construction claims. In addition, he was responsible for the development, training, and implementation of project management policies and procedures to ensure that profit, cost, schedule, scope, quality, and safety objectives were achieved.
For 13 years, Mr. Long managed the construction claims practices of two large consulting firms. Prior to his consulting career, Mr. Long gained 13 years of project management and process engineering experience on petroleum refining, oil shale, synfuels, mining, and power generation projects with Tosco, Fluor, and Conoco.

Andrew Avalon, P.E., PSP,. Chairman and Chief Executive Officer

Andrew Avalon is Chairman and Chief Executive Officer of Long International and has over 35 years of engineering, construction management, and claims consulting experience. He is an expert in the preparation and evaluation of construction claims, insurance claims, schedule delay analysis, arbitration/ litigation support, and dispute resolution. He has prepared more than thirty CPM schedule analyses, written expert witness reports, and testified in deposition, mediation, and arbitration. He has analyzed construction schedules for owners and contractors to determine the causes of construction delays and to equitably allocate responsibility for delay-related costs. He has developed “cause and effect” analyses and presentations for time extensions and delay damages. In addition, Mr. Avalon has published numerous articles on the subjects of CPM schedule delay analysis and entitlement issues affecting construction claims and is a contributor to AACE® International’s Recommended Practice No. 29R-03 for Forensic Schedule Analysis. Mr. Avalon is a registered Professional Engineer with U.S. and international experience in petrochemical, oil refining, oil sands, gas to-liquids, LNG, commercial, educational, medical, correctional facility, transportation, dam, wharf, wastewater treatment, hydroelectric, coal, and nuclear power projects.
Mr. Avalon specializes in preparing detailed schedule analyses and apportioning responsibility for delays, disruption, and acceleration impacts. He is skilled at contract analysis, claims preparation, claims defense, and the negotiation of settlements. Mr. Avalon has served as a Project Manager on numerous claims ranging in size from US$100,000 to over US$1 billion. Before joining Long International, Mr. Avalon held construction management positions including Senior Scheduler, Contract Administrator, Project Manager, and Senior Consultant. In these roles, he had responsibility for preparation of project schedules, analysis of change orders, and resolution of construction claims.

Rod C. Carter, CCP, PSP,. President

Rod C. Carter is President of Long International and has over 20 years of experience in construction project controls, contract disputes and resolution, negotiations, mediation/arbitration support, and expert testimony on scheduling, loss of productivity, and quantum issues. He has experience in entitlement, schedule, and damages analyses on over 30 construction disputes ranging in value from US$100,000 to US$7 billion, related to oil and gas, oil refinery, LNG, heavy civil, nuclear, environmental, chemical, power, industrial, commercial, and residential construction projects. Mr. Carter is proficient in the use of Primavera P6 and P3 software, and he has extensive experience in assessing the impact to engineering and construction works of RFIs, change orders, and other events. Mr. Carter specializes in loss of productivity, cumulative impact, and quantum calculations, and has had a lead role in assessing damages on more than a dozen major disputes. In addition, Mr. Carter has developed cost and schedule risk analysis models using Monte Carlo simulations to address the uncertainty of estimates and claims. He has testified in two arbitrations as an expert in construction scheduling and damages, and he has presented expert findings to an international arbitral tribunal. He is an AACE International Certified Cost Professional and Planning & Scheduling Professional.

Mr. Bieniewicz is a Senior Principal with Long International. He has over 45 years of experience in engineering, project management, project planning and scheduling, cost engineering, construction claims/dispute resolution, project performance audits, and corporate management. He has over 30 years of construction claims and contract dispute resolution experience including issue entitlement evaluation, schedule delay analysis, damages analysis, attorney support, and expert witness testimony on a substantial number of complex construction projects. Mr. Bieniewicz is recognized as an expert in the development of schedule delay and cost overrun analyses for construction projects, including power plants, offshore oil and gas facilities, LNG facilities, refineries, highways, buildings, rail facilities, hospitals, heavy civil projects, airports, and wastewater facilities. He has worked on over 100 claims ranging in size from US$50,000 to over US$12 billion. Before joining Long International, Mr. Bieniewicz had been a Principal in four consulting companies that focused on construction claims and project management.
Prior to entering the consulting field, Mr. Bieniewicz had direct experience on a number of construction projects including nuclear and fossil power plants, wastewater treatment plants, hospitals, and commercial buildings. As a Senior Project Manager for a contractor, he had complete management responsibility for several projects including hospitals and commercial buildings. As a Planning and Scheduling Engineer, he developed and maintained project schedules for a broad variety of projects.

Harold (Hal) E. Buddemeyer, Jr.,. Senior Principal

Mr. Buddemeyer is a Senior Principal, and has over 48 years of experience in all aspects of program and construction project management and construction disputes. His experience includes construction and property damage/business interruption claims analysis, preparation, defense, and negotiation of settlements on projects including refineries, offshore oil & gas, petrochemical plants, heavy civil and mining projects, oil sands facilities, nuclear, coal and gas-fired power plants, and other heavy industrial and commercial projects. Mr. Buddemeyer’s project experience includes project cost/schedule control, systems and procedures development and implementation, program planning, as well as capital and operating cost estimating and economic analysis during the design, construction, and start up phases of a diverse cross section of projects.
Mr. Buddemeyer has over 36 years of construction contract disputes consulting experience. In this regard, he has been responsible for entitlement and issue analysis; change order analysis; labor productivity analysis; cost and damages analysis; schedule delay and impact analysis; claim report preparation and rebuttal; negotiation and mediation assistance; the organization, development and maintenance of document databases; assistance to counsel during discovery; and depositions and interrogatory preparation. Mr. Buddemeyer has testified in U.S. and international arbitration, on projects involving claimed damages as high as US$7 billion.

Curtis W. Foster,. Senior Principal

Mr. Foster, a Senior Principal with Long International, has a background that spans over 40 years of involvement in design, construction project management and construction disputes. This experience includes oil and gas collection, mining, refining, processing and storage facilities in addition to process/industrial, power, environmental, HV transmission, commercial, and transportation projects. He is skilled in the areas of contract management, cost management, estimating, scheduling, earned value performance measurement, and field engineering. He has had a significant role in the development of integrated project management procedures for various firms involved in the design and construction of facilities. His claim-related efforts include analyses of cost (estimated, bid, and actual), schedule (delay and acceleration), and disruption (labor inefficiency and productivity) for a wide range of projects internationally.
Mr. Foster has significant experience in management, design, and field engineering on marine petroleum and power projects, including offshore platforms (for oil collection, separation, storage, and pumping), pipelines, and receiving/export facilities. His experience with power projects includes coal fired power generation, gas-fired combined-cycle cogeneration facilities, waste-burning facilities, and other facilities burning various fuels. Mr. Foster also has hands-on project management experience on commercial projects, including hospitals and mid-rise condominiums. His duties on these projects included contract administration (including change order management, schedule review, and estimating), and field inspection to ensure conformance with design documents.
Mr. Foster has broad experience in project management, project control (estimating, scheduling, and cost engineering), and engineering (field and project) in various industries. This extensive experience is utilized to the benefit of his clients on both dispute-related assignments and on project management consulting engagements.

Robert J. Lane,. Senior Principal

Mr. Lane, a Senior Principal for Long International, has over 40 years of experience working in or consulting for the engineering and construction industry. More than half of this time has been involved in the resolution of construction-related claims and disputes. He has expertise in project-related estimating, cost control and scheduling, retrospective schedule analysis, productivity analyses, and quantum/damages analyses. Mr. Lane has also worked in the areas of contract administration, claims management, and overall project and construction management.
He has utilized his expertise on major construction projects in the U.S. (Lower 48 and Alaska) as well as in international locations such as Canada, Mexico, Brazil, Venezuela, Trinidad, Saudi Arabia, Kuwait, Iraq, Algeria, and Nigeria.

S. Andrew McIntosh,. Senior Principal

Mr. McIntosh is a Senior Principal with Long International and has 49 years of engineering, construction, energy and management consulting experience. He has extensive international greenfield and brownfield project development and project management experience in diverse areas such as oil & gas, including refinery, pipelines and offshore projects, LNG, petrochemical and ferrous metallics projects ranging in value from US$20 million to US$1.8 billion. He has provided expert analysis of technical issues and their causes and effects related to project management performance on multi-billion-dollar EPCA projects. Mr. McIntosh also has extensive experience in the development of project management and project execution plans and procedures, stage-gate processes for project development, and the analysis and resolution of engineering and construction claims involving disputed change orders, schedule delay, and loss of productivity claims. More recently, he completed expert analysis of technical issues and the causes and effects of an EPC contractor’s project management performance on a major LNG project.
Mr. McIntosh has also provided expert advice to foreign governments on major LNG project development and natural gas monetizing strategies from natural gas offshore fields as well as from associated gas from offshore oil producing fields. He has prepared and submitted various independent expert reports including an expert report involving a US$2.7 billion refinery upgrade project in South America and a US$270 million claim arising out of EPC works on the project. His report was presented to the International Chamber of Commerce (ICC), resulting in a favorable outcome for the client. Before joining Long International, Mr. McIntosh served as President of The Natural Gas Company of Trinidad and Tobago. He also was a Senior Operations Advisor, Vice President – Operations, and Vice President – Technical Services for several international energy companies.

Mr. Vallez is a Senior Principal with Long International. He has over 40 years of hands-on and leadership experience in project management, engineering/construction management, cost and schedule control, change management, claims, and dispute resolution. He has served in executive management roles for both owners and contractors working on world-class oil and gas, power, and international mining projects. Mr. Vallez has a proven ability to organize, integrate and manage the work of multi-disciplined technical specialists and project construction teams to achieve corporate financial goals and objectives of return on investment, safety, operational performance, cost, and time. He has been involved in leading top teams toward achieving compliance with project requirements as defined in project documents. For the third largest contractor in the U.S., Mr. Vallez developed a zero defect program (“BEST” Program) to improve project quality and completion. In all, he has provided leadership on several billion dollars’ worth of projects in the chemical, heavy civil, mining, power, oil and gas, industrial, and commercial sectors. Mr. Vallez has written several books on the subjects of construction management, safety, and effective project leadership.

Dr. Warhoe is a Senior Principal with Long International and has a proven background in the planning, control, and management of multiple major design and construction projects. With over 34 years of experience in the project controls and project management fields, he is a recognized expert in the area of schedule delay analysis, productivity loss, project controls and construction dispute avoidance and resolution. Dr. Warhoe is an expert in retrospective CPM schedule delay analysis and also specializes in system dynamics, and wrote his Ph.D. dissertation on the subject: “Applying Earned Value Management to Design-Bid-Build Projects to Assess Productivity Disruption – A System Dynamics Approach.” The recognition for his expertise and respect in the project controls field culminated with his election as the president of AACE International during 2008–2009 and becoming an Honorary Life member in 2019. Additionally, with his extensive experience in schedule and cost control, he continually demonstrates his value to clients having planned and controlled multibillion-dollar budgets and schedules. He is also skilled in the negotiation, audit, evaluation, and administration of contractor, consultant, vendor, and service contracts.

Additionally, his experience spans various infrastructure and commercial development projects. Mr. Brells has been employed by engineering and construction practices and construction claim consultancies and has represented government agencies, private sector employers, contractors, subcontractors, and manufacturers. He is an internationally recognised expert on matters of time and associated costs and has been appointed as an expert witness in legal proceedings. Mr. Brells frequently provides consultancy advice to project owners, contractors and legal counsel on matters of planning, risk, delay and disruption on major complex projects. He is experienced in the use of Primavera P6, Primavera Risk Analysis, Microsoft Project, Microsoft Excel and Access, Acumen Fuse and Nuix, an eDiscovery software. He employs his knowledge of software systems to analyse large volumes of data in a time and cost efficient manner.
In addition to his technical skills, Mr. Brells has been responsible for commencing, driving development and managing construction claims groups for and within large consultancy practices. He initially commenced employment with Hill International (now HKA) and grew its Middle East/North Africa (MENA) practice from a single client and single project operation in Abu Dhabi, UAE to a multi client, multi project 58 professional staff offering services throughout the MENA region generating revenues of USD $28 million annually. During his employment with Turner & Townsend, Mr. Brells initiated and developed its Contract Services offering for its Australian business unit and, within three years, grew the practice to 13 Contract Services staff offering expert witness services in all sectors of infrastructure, natural resources and property generating revenues up to AUD $6 million annually.

Mr. Brown is a Principal with Long International and has over 50 years of U.S. and international experience working with multiple owner companies, contractors, and major tier-one engineering, procurement and construction firms. He has managed projects valued at more than US$5 billion and has provided expertise regarding project and risk management when developing worldwide multi billion dollar projects. More recently, Mr. Brown spent 11 years as a Senior Consultant and Advisor to two major oil companies. As a Senior Consultant and Advisor, Mr. Brown provided broad, in-depth insight for major, mega, and giga project development and execution.
Mr. Brown began his career as a Field Engineer and advanced to executive management overseeing complete fiscal and operational responsibility after he gained experience building and managing international capital-intensive projects. His experience spans oil sands mining, synthetic crude oil processing facilities, gas plants, pipelines, LNG terminal development, and on-shore and off-shore platforms. Mr. Brown has also directed and provided expertise for greenfield and brownfield projects. At times, these projects occurred in remote, challenging environments. In these environments, Mr. Brown was tasked with project site selection, establishment of local infrastructure, including module installation, and labor development. His project experience spans master maintenance, turnarounds, engineering studies, pre-front end execution design (Pre FEED), front end execution design (FEED), engineering, procurement and construction (EPC), engineering, procurement, construction and construction management (EPCM). In addition, he is experienced with pre-commissioning, commissioning, testing, and project acceptance. He has overseen project turnover/acceptance from basic development of a punch list tracking system to assisting process licensors in process verification for warranty/reliability and liability assurance. Mr. Brown has also managed construction of manufacturing facilities including a liner board pulp mill, a vitamin manufacturing plant, and clean room facilities.

He is skilled at contract analysis, claims strategy and preparation, claims defense, and the negotiation of settlements. Before joining Long International, Mr. Harris held positions as Senior Vice President, Vice President of Risk Management and Corporate Director of Claims with three major global EPC construction companies. In these roles, he was responsible for the management, planning, implementation, and resolution of numerous construction disputes and contract claims including several federal government military agencies under FAR’s for major projects on four continents.

Mr. Kage is a Principal with Long International, and has over 35 years of experience in the areas of construction claims, project control, project management, construction management, and engineering design services. He has expertise in cost evaluation, entitlement analysis, calculation of damages, and schedule delay analysis. While serving in various senior project management capacities, Mr. Kage worked on domestic and international EPC projects worth several billion dollars. He has served as project manager for design projects and studies in the power generation and telecommunications industries. During more than 14 years as a project control professional, Mr. Kage managed the project control departments for two different businesses, supervised 40 project control professionals, and developed an estimating department. He has directed the purchasing, warehousing, and distribution of millions of dollars of materials for construction projects and has managed a construction management field office. Mr. Kage also has had pivotal involvement in process improvement initiatives, re-engineering efforts, and quality improvement programs. Mr. Reeves is a Principal with Long International and has over 45 years of U.S. and international consulting and project execution experience involving the design, engineering, procurement, project management, construction, construction management, start-up, and commissioning of industrial and utility steam and power cogeneration systems. Mr. Reeves has experience with construction contract and change order dispute analysis and resolution, cost and schedule control, and arbitration/litigation support and expert witness report and testimony. His project experience includes steam and power generation projects firing conventional fossil fuels, biomass, and waste fuels utilizing conventional and emerging technologies including Low NOx and Ultra Low NOx burners, pulverized coal systems, stokers, bubbling fluidized beds, circulating fluidized beds, and several first-of-a-kind new technologies. Dr. AlBahar is a registered arbitrator in the Emirate of Dubai, United Arab Emirates, and the State of Kuwait. He was a full-time professor at Kuwait University, where he taught project management, contracts and specifications, construction management, construction methods, surveying, legal, and social and ethical aspects of engineering. Dr. AlBahar has taught seminars and presented papers on construction claims, project management, cost estimating and cost control, project planning, scheduling and control, contract administration, risk management, and value engineering.
