Analyzed a contractor’s delay and disruption claim against the owner of a 3x1 combined cycle power plant in Philadelphia. The scope of the work included a detailed CPM schedule analysis to determine delay and acceleration responsibility.

Provided contract/entitlement analysis and prepared detailed as-planned and as-built schedule analyses for a contractor on a highway construction project in Pennsylvania. Assisted the contractor to prepare a recovery schedule to mitigate construction delays caused by differing site conditions.

Prepared an owner/operator’s claim against a major railroad for causing delays and cost overruns during the construction of fiber optic communications systems along the railroad’s right-of-ways. Developed schedule delay analysis of each of the right-of-ways along which the fiber optic cable was installed in trenches. Identified detailed daily documentation that identified railroad interference or lack of support for the installation of the work.

Retained by a major U.S. gas generation and distribution company to review existing plans and procedures for change order management and project cost and schedule control. Suggested modifications/enhancements to those plans and procedures and provided templates for the contents of these plans and procedures. Also prepared proforma EPC contracts for lump sum and reimbursable cost work.

On behalf of an owner, analyzed the validity of costs that a contractor invoiced on a pipeline project. Prepared an expert report and testified in trial.
